nightly: git_ui: Fix commit editor button hover colors (#65448)

Summary Closes #65376 . Replaces #65411 with the hover behavior handled inside the button component, as requested in review. My original description of the problem: The main problem is when I hover in the blank area the icon color got changed Each commit editor button now uses 0.6 opacity normally and 1.0 only while that button is hovered. The opacity options are handled by IconButton and ButtonLike , and the component preview includes an example.
